Council staff working on a busted main on Main Street, Lithgow, on March 20 were abused, threatened and spat on by passersby, director of water and waste water Daniel Buckens reported to the April 29 meeting.

"It was claimed that the breakages were a deliberate action by council to justify rate increases and overtime," his statement read.
He described the acts "of a small minority of individuals" as "disconcerting".
Councillors slammed the acts of a few.
"This is something our staff shouldn't have to put up with under any circumstances," Cr Wayne McAndrew said.
Cr Maree Statham described it as a "disgrace".
