* More hazard-reduction burns should take place near communities, while more hazard-reduction burns and water bombing should occur at night

* Prioritise prescribed burning in lightning-prone areas such as ridge tops and slopes

* NSW government should issue a public statement at the start of each bushfire season with an estimation of coming fire risk and planning undertaken to date

* Establishment of NSW as "a major world centre of bushfire research" and creation of a "bushfire technology fund" to develop firefighting technologies

* Acknowledge Indigenous land management as a cultural practice, rather than solely a hazard-reduction burn technique, and pursue its greater application

* Expand in-house mental health support for Rural Fire Service NSW volunteers and provide free mental health services for firefighters post-event

* Train firefighters in handling injured wildlife
