The proposal for a station upgrade would see three lifts installed to give easy access to the platforms from both east and west sides.
The plans would also upgrade accessible parking, the taxi zone and kiss and ride bay, install an accessible bubbler on the platform, new bicycle hoops and improve lighting, footpaths and CCTV.
At the moment, the station has pedestrian level access from the highway but not from Station Street, where commuters and tourists have to climb up a set of stairs and then down another set to the platforms.
But Transport for NSW said the level access is "non-compliant" and will have to be removed.
The Blackheath Alliance has previously asked that the pedestrian level access - which is widely used by the community - be replicated on the Station Street side of the platforms, which would negate the need for lifts. It also wanted the commuter carpark - which is full on weekdays - extended.
A spokesman said: "The Blackheath Alliance lobbied the state government, Labor opposition and the Greens for the extension of the existing station pedestrian level crossing to Station Street and the commuter carpark."
It was only "commonsense" to extend the crossing rather than install lifts, he said.
"Instead of wasting money on expensive and unreliable lifts, the state government should complete the station pedestrian level crossing, extend the commuter carpark and undertake urgent safety works on the Bundarra Street level crossing, which everyone knows is unsafe."
There is no mention in the upgrade documents about the commuter carpark.
Residents can ask questions and give feedback about the upgrade plans at Blackheath Community Markets, at the school, on Sunday, October 6, from 9am-1pm, or at the Community Centre on Wednesday, October 16 from 4.30-6.30pm.
