Over the next couple of weeks the approaches to the footbridge will be linked up to existing footpaths.
Lithgow City Council's director of infrastructure services Jonathan Edgecombe said the large scale master plan was being delivered incrementally as funds became available.
"It's a fantastic project," he said.
The aim of the project, which will eventually include several more footbridges, is to create a "green corridor of publicly accessible land through Lithgow's northern suburbs".
It aims to be a convenient asset for leisure, recreation and fitness.
