The date May 30 is the anniversary of the proclamation of Portland as a town which occurred in 1906.
Portland Business Association president Andrew Neville said the date was the anniversary of the proclamation of Portland as a town which occurred in 1906.
"Over a century later and Portland is still rich in history and proud of it too making it the perfect location to celebrate a festival of Yesteryear," he said.
Mr Neville also said for its first year, the festival would take place throughout the day with plans to expand to a whole weekend next year.
The business association has planned activities for the day including picnic games with Portland Central at 12.15pm at the Foundations.

A Signs of Yesteryear tour will follow at 2pm and a tour of the Foundations at 4pm.
The Glen Museum will also be open with three older generations of Portland telling yarns and sharing experiences at 11am, 1pm and 3pm.
"It's an opportunity for them to share stories about the legends of the town and what has changed," Mr Neville said.
An afternoon tea will take place at the Glen Museum and the day will conclude with a reenactment of the Proclamation service at 5.30pm.
To add to the fun the local businesses will also get dressed up for the festival in the fashion of the early 1900's.
"The town is really proud of its history and heritage and it's fantastic to be able to celebrate that and dressing up adds a fun element," Mr Neville said.
