The incident started when NSW Police highway patrol officers pulled a vehicle over near Lithgow at 2.30pm on Thursday.
Police will allege that copper wire and lead was found in the vehicle.
A report from police said the Lithgow man "initially attempted to avoid arrest by hiding in an industrial building in Wallerawang", however, he was soon arrested.
"He was arrested and taken to Lithgow Police Station where he was charged with two counts of having goods in custody suspected of being stolen, possess a prohibited drug, and being an unlicensed driver," officers said.
"He was also issued with infringement notices for speeding and driving a defective vehicle."
The man has been granted conditional bail to appear in Lithgow Local Court next month.
Meanwhile, the region's police officers have made a plea following a high number of fatalities on Western NSW roads so far this year.
Western Region Traffic Tactician Inspector Ben Macfarlane said a number of single-vehicle and off-road accidents had featured among the region's fatalities.
"They could be fatigue or driver distraction, it's a concern," he said.
"We're still getting that percentage who weren't wearing their seatbelts when they crashed."
Two separate stints of double demerit points apply for motorists, these run from April 18-22, and then April 24-28. The period applies from midnight on the start date to midnight on the finish date.
