"Notably the CBD has had major interruptions resulting in closure of businesses," Cr Goodwin said in his notice of motion.
"The gravity of an interrupted essential service like water cannot be minimised."
A horror week for broken mains continued on Friday, March 22, as homes on Inch Street, Donald Street and Sandford Avenue were left without water at various times. One way traffic was put in place on Inch Street on Friday morning, with traffic heading towards the Lithgow CBD diverted around the area as water poured down the street.
Repairs were completed early in the afternoon, Lithgow City Council's water and waste water director Daniel Buckens said.
The Inch Street break was the second main break on Friday morning after a number earlier in the week. Another break was reported on Sandford Avenue, which was repaired by 11.30am.
Mr Buckens' crews have been worked around the clock chasing a series of main breaks over the last seven days, the root cause of which remained a mystery late last week.
He said the crews investigated on Friday in the hope they could identify and fix the problem. Mr Buckens was not available to provide an update by the time of publication on Monday afternoon, March 25.
"We have worked around the clock to 1) carry out repairs and 2) determine the cause," he said.
A break on Lithgow's Main Street on Tuesday resulted in part of the footpath being closed off in front of the Chinese Palace Restaurant.
