Conditions outlined in a draft notice of modification released by the Department of Planning also stipulate that trucks transporting capping material are not to use local roads and that importing of material can only occur for a maximum of two years.
Lithgow’s councillors authorised a submission to the Department of Planning in March requesting that transport of soil occur by rail and requesting for a guarantee that soil would not contain contaminants.
In May council received a briefing note from EnergyAustralia stating the use of rail would not be economically feasible, and would still require truck movements in the Lithgow LGA.
It also outlined the “strict monitoring and tracking requirements” placed on the capping material required by the EPA Waste Classification Guideline, claiming that Lithgow City Council had recently used excavated material from one of the two sources (Sydney’s Westconnex project) that would provide soil for the dam.
Council subsequently agreed to indicate to the Department of Planning that it did not object to EnergyAustralia’s plans so long as truck movements were limited to 100 per day, and occurred for no longer than two years.
