Police were informed at 9.20pm on Monday, March 15 and after residential patrolling, located the vehicle and driver in Comara Crescent.
Officers searched the vehicle and located a white powder substance on the front seat.
The man had his drivers licence cancelled and is to appear in Lithgow Local Court at a later date.

A 32 year-old Lithgow woman has been charged with drug related offences after she was pulled over for a random breath test.
The woman was tested in McCauley Avenue at 4.30am on Tuesday morning (March 16).
The woman returned a negative result, however police located a white substance concealed in the drivers door compartment.
She was arrested, conveyed to Lithgow Police Station and charged.
