Forde, an assistant to Weaver since last year, had been named in an interim position after the Texas-born 36-year-old's departure for an assistant's role in the NBA with the Houston Rockets.
The Kings job will be Forde's first as a head coach after spending several seasons as an assistant in the NBL, firstly with Perth.
Forde said stepping into the role at a club he's already been working at would be beneficial.
"I personally feel that this is the ideal situation for a rookie head coach coming in ... having been part of the process from the beginning under the club's new ownership," he said.
"We've been building up to something very special here in Sydney, so to continue on that trajectory upwards is something that is really important not only to me, but to everybody involved at the club."
The Kings tip off their 2020-21 NBL season with a grand final rematch against the Wildcats in Perth on January 15, with their first home match against the New Zealand Breakers on January 24.
