Premier Peter Gutwein set an indicative date last week which he confirmed on Tuesday afternoon.
He said Public Health officials had advised it was safe to open the state to New South Wales given the very low number of recent unexplained cases in the state.
There have been two unexplained cases of coronavirus in New South Wales in the past 28 days.
Travellers to the state will be subject to health screening at air and sea terminals.
If they exhibit any coronavirus symptoms, they will be asked to take a COVID test if necessary.
Mr Gutwein said Victorian cases numbers were low at present and it appeared several complex outbreaks had been controlled.
"December 1 has been indicated as the date by which we hope to relax border restrictions with Victoria," he said.
"Public Health will provide advice on the prospect of an earlier first step of enabling safe home quarantine for people travelling from Victoria to Tasmania in the coming weeks."
