Cr Darryl Goodwin said he was approached by Rae's family to name an unnamed road or laneway to recognise her contribution to Lithgow Basketball for over 45 years.
"She dedicated her time in the administration, coaching, managing, refereeing, organising and mentoring young people of the local area in Lithgow Basketball," he said.
He said an appropriate laneway would be the one which runs off Carbine Street, between Enfield Avenue and Rifle Parade in Lithgow, close to where Rae lived.
"Anyone who knew Rae and the Swift family, knows they are synonymous with basketball in Lithgow.

"People that had worked with Rae over the 45 plus years were in the process of nominating her for an Order of Australia medal however Rae passed away prior to the nomination becoming valid, so this is another way we can honour her," he said.
Cr Goodwin said Rae was also known for her work to keep children off the streets in some form or another at the basketballs stadium.
"The children she has met have no doubt developed important social skills, athletic ability, friendships, maturity and leadership skills as a direct result of her interactions," he said.
All councillors agreed that a laneway or street should be investigated.
"She was an outstanding lady for our community and she is sadly missed," Cr Joe Smith said.
"I know she spent most of her adult life dedicated to basketball, I think it's absolutely positively appropriate that we have a look at investigating the naming of a street or laneway in her honour," Cr Wayne McAndrew said.
