Mr Fox has been conducting since he was an undergrad studying a conducting and composition degree in Adelaide.
He has been professionally conducting for the last eight years running his three main choirs - Lithgow Community Choir, Katoomba Community Choir and the Phoenix Choir in Blackheath.
"I really love music," he said.
He said he enjoyed conducting community groups because the music was wonderful and should be shared.
"Music is enriching and everyone can sing," he said.
"For some people who haven't done it before - even shower singers, they can come and have a go."
Ordinary people can be a part of a beautiful sound and harmony.
- Rowen Fox
Mr Fox said his nomination recognised his philosophy of community choirs and grassroots artistic activities.
"I'm just happy to be nominated and I'm pleasantly surprised," he said.
He also said he was up against other wonderful nominees who all deserved to win.
"I won't mind if I don't win, we all deserve to win but I'm just so happy either way," he said.
Mr Fox will find out if he wins at the gala awards night on Thursday, October 24 at the Hotel Mountain Heritage in Katoomba.
