Cr Steve Ring has entered the leadership team, replacing previous deputy mayor, Cr Wayne McAndrew, who was elected by his fellow councillors in September 2018.
There were three nominations for the deputy mayor position including Cr Cassandra Coleman, Cr Steve Ring and Cr Wayne McAndrew.
In the first count Cr Coleman received two votes while Cr Ring and Cr McAndrew were equal on three.
Cr Coleman was excluded from the next count, where Cr Ring and Cr McAndrew tied again with four votes each.

The tied position for the two nominees led to a ballot where both councillors wrote their names on a piece of paper and were drawn out of a bowl.
The 2019-2020 leadership team will be Cr Ray Thompson continuing on as mayor and Cr Steve Ring as deputy.
Cr Ring said he was honoured to have secured the position and will continue to do his best for the community.
"I recently put out publicly what I would like and hope Lithgow looks like in 2042.
"I want to be in a position to do that, to see and help the transitioning of Lithgow.
"I've put in for it [deputy mayor] the last two goes and if it happens it happens, if it doesn't well then there's always next time and this time it happened," he said.
