The awards were to recognise the achievements of young people in Lithgow, who were nominated by family and friends.
Cr Steve Ring opened the ceremony and handed out the awards to each of the winners.
"It's a privilege to be here celebrating the young people in our community and valuing their contribution," he said.

Monique Millmore and Emma Smith jointly won an award for their contributions to sports. Monique was recognised for her volunteer role as treasurer for the Lithgow Bears Rugby League Football Club and Emma for her role as the Bears merchandise officer and social organiser.
Lithgow Council's community development officer Kristy Lenon said the awards were important to recognise young people in the broader community.
"We had 18 nominations and this is the first time we've done something like this. I was really impressed by the response of nominations which shows we have a lot of great young people in Lithgow," she said.
Ms Lenon also said she was very tough when it came to judging and the scores were very close.
"Each and every one of the nominations achieved something great, and they've all put in a lot of effort in their fields.
"The point is to recognise the people who do things behind the scenes and help our community grow and thrive," she said.
After formalities, guests enjoyed the Youth Week celebrations with fun and games, including giant hamster balls, laser tag and a gaming truck.
There was also a free barbecue provided by the Lithgow Lions Club and live entertainment.
