Repairs were expected to be complete by 2pm, Lithgow City Council's water and waste water director Daniel Buckens said.
One way traffic is in place with traffic heading towards the Lithgow CBD diverted around the area as water pours down the street.
It is the second main break on Friday morning after a horror week.
Another break was reported on Sandford Avenue, which was repaired by 11.30am.
Mr Buckens said council staff were recharging the line at 11.30am and some residents may have dirty water until the mains were flushed.
Mr Buckens' crews have been worked around the clock chasing a series of main breaks this week, the root cause of which remains a mystery.
He said the crews would be investigating on Friday in the hope they could identify and fix the problem.
"We have worked around the clock to 1) carry out repairs and 2) determine the cause," he said.
"We've got options to explore today."
A break on Lithgow's Main Street has resulted in part of the footpath being closed off in front of the Chinese Palace Restaurant. A post holding up the awning over the footpath was removed to access the damaged pipe, which damaged the structural integrity of the awning.
Mr Buckens said council continued to receive reports of dirty water from residents. He urged people to flush the lines in their house before doing washing until staff could be made available to flush the mains in affected areas.
