Cr McAndrew won the count by five votes to three with the other nominated candidate being Councillor Steve Ring.
Cr McAndrew was supported by councillors Cassandra Coleman, Ray Thompson, Joe Smith and Mayor Stephen Lesslie.
Cr Steven Ring was backed by councillors Maree Statham and Geoff Cox.
McAndrew will continue as Deputy Mayor until the next election on September 25, 2017.
Mayor Stephen Lesslie described the election of Cr McAndrew as “a great step”.
“He is a person of integrity whose interests in the betterment of Lithgow is paramount and I look forward to working with him enormously,” Mayor Lesslie said.
Councillors Steve Ring and Maree Statham had originally sought to postpone the election of a new deputy mayor until the council reached a full compliment of nine councillors.
The motion was voted down and the election of a new deputy mayor proceeded with eight councillors.
