The community is urged to gather at Mick Moore Park in Wolgan Street at 7.30pm for the opening night.
Local schools will sing carols while people wait for Santa’s arrival at 8.15pm to hand out lollies and have photos, followed by the lighting of the tree at 8.30pm.
Portland Business Association president Andrew Neville said the chamber decided to hold the festival for a second year after they tested the waters last year.
“Last year was an amazing success, well beyond our expectations,” he said.

He also said there was a buzz about the town this year with people getting excited and asking about the event.
“Everyone is really excited and it’s nice to see Portland proud of this festival. I love seeing the ownership and the Christmas spirit throughout the town,” he said.
Mr Neville encouraged people to get down to Portland this weekend to get into the Christmas cheer.
He also urged people to enter this year’s house lighting competition.
Entry forms can be picked up from local businesses and more information about the festival can be found on the Portland Business Association Incorporation Facebook page.
Portland Pageant
Portland Central School and St Joseph’s School are getting into the Christmas cheer with the Portland pageant, to kick off at 10am on Friday, November 30.
Two schools will combine dressed in nativity attire, to sing carols at the local shops and in the Tabulam nursing home, followed by more singing, reading and a barbecue lunch at the Community Centre at 12pm.
