A Welcome to Country was offered to the councillors and small public gallery by Wiradjuri Elders Owen Smith and Bob Sutor.
Mr Goodwin and Ms Goodsell then undertook the council oath.
Mayor Stephen Lesslie congratulated the pair.
“We welcome both of you to Lithgow City Council,” he said.
“We look forward to a long and harmonious relationship here.”
Mayor Lesslie noted one of the administrative difficulties that may arise from the pair’s appointment.
“With D.Goodwin and D.Goodsell the staff up here are going to be really cranky because they like to use shorthand like ‘DG’,” he said.
“That’s not going to happen again.”
Councillor Goodwin and Goodsell’s campaign success was announced on Tuesday, April 11, after the by-election held on Saturday, April 8.
The two Maree Statham Group candidates both crossed the line after what had been a close contest between Ms Goodsell and Colin Hunter.
