They staked their claim on the title by streaking to a 16-nil lead in the opening seven ends of the final.
Their opposition, the Maclean team of Ross Murphy and Clifford Hinton, kept fighting but the early blows were the telling ones, Hurley and Luland taking the title with a win.
The victory capped a big four days for Luland, who was beaten in the semi finals of the State President’s Reserve Singles by eventual champion Jamie Nabbe (Warilla).
The Portland team claimed the championship on the back of starving their opponents of shots.
In their opening encounter they kept Keith Ho and John Restrano (Gladesville, Zone 10) to just seven shots while scoring 24.
In their quarter final they pinned the Gilgandra pairing to eight shots for nine ends to run out 22-12 winners.
In their semi final against Wayne and Joseph Ling, they again pinned their opponents to eight, claiming six consecutive ends to establish their match winning margin.
The Maclean pair booked their place in the final with a hard fought 17-12 win over Damil Lafferty (sub for Zachary Paull) and Greg Jenkins
