The four to three decision was made on the casting vote of mayor Maree Stahtam.
Two councillors, Inzitari and Higlett, were not in attendance at the meeting.
The vote overturned a recommendation by general manager, Roger Bailey, that the priority for the expenditure should be directed towards a necessary upgrade of the existing 50 metre outdoor pool.
Council accepted a tender of $3.085 million from Icon Constructions.
Contracted construction time is 10 months.
