For at least the past five years Mrs Richards has felt she can no longer live in her home due to alleged episodes of harassment, attempted break and enters, malicious damage to property and trespassers.
She has presented her case to the Department of Housing with numerous letters, some dating back to 2010, yet still she has to wait.
Incidents such as having her house graffitied, electricity switched off at the meter box late at night, a large pot plant thrown at her front window and dead animals skinned and smeared on her door step,.
Many more terrifying and humiliating instances have led Mrs Richards to take medication and seeks regular consultations at her doctors for anxiety.
Letters from doctors and a psychologist stating that Mrs Richards needs to be moved as soon as possible were sent to the department and have failed.
Because of medical conditions, Mrs Richards suffers osteoarthritis, depression and anxiety, so it has been recommended by doctors that somewhere close to her family be sought for her.
The department has offered housing at Dubbo and Wellington, both unsuitable for Mrs Richards, who is 75 this year, and needs family to help with chores and appointments.
After numerous attempts to contact Department of Family and Community Services (the Housing Commission) by the Mercury no comment has been attained as to why it has taken so long for Mrs Richards to be re-located.
In the meantime Mrs Richards continues to be harassed and is living in fear in her own home.
